Azerbaijan, Turkmenistan and Kazakhstan have linked their development with oil and gas exploitation. Relying of theoretical models for the analysis of private-income economies, the author, the author stresses the dysfunctions induced by the private income from hydrocarbons resources. The methods that have been proposed for improving the management of the private income’s takings (like the setting up of a stabilisation fund) are submitted to a sharp critic.
