Western oil companies have made a political use of the promotion of democracy and defence of human rights, but without sufficient expertise in local conditions:  If early twenty-first-century Azerbaijani democrats wanted the oil industry to stop propping up the Aliev regime, at the same time for Iranian democratic politicians support from Western oil companies was seen as counter-productive—whence in both countries democrats were calling and are still calling for more transparency.
