On the basis of a report by envoy Ahmed Hulusi Efendi preserved in the Ottoman Archive of the Prime Minister of Turkey (Başbakanlık Osmanlı Arşivi, İrade Hariciye, 16873), the author shortly develops on the fate of this diplomat’s journey from Istanbul to Kabul in September 1877, in the goal of sketching an anti-Russian Ottoman-Afghan alliance, and a rapprochement of Kabul with British India. The document evokes Afghan Emir Shir ‘Ali’s extreme reluctance to embark on his guest’s proposal of an intervention for the liberation of Bukhara from Russian dominance.
